What You Need Before Getting to the Second Sea
You need to be at least level 700 to unlock the Second Sea. There are no shortcuts here; you'll have to grind through the First Sea by completing quests and defeating bosses until you hit that threshold.

Step 1: Go to Prison and Talk to the Military Detective
Once you're level 700, head to the Prison and talk to the Military Detective on the dock. He'll hand you a key. The Prison is located to the west of Fountain City in the First Sea.
He'll ask you to head to the Frozen Village and track down Don Swan, a dangerous criminal who escaped the Prison. According to the detective, Don Swan is hiding with the Ice Admiral in the Frozen Village.
Step 2: Defeat the Ice Admiral at Frozen Village
Head to the Frozen Village cave, the same one where you can get Aura. Walk up to the big brown door on the left while holding the key to unlock it. Inside, you'll find the Ice Admiral.
The Ice Admiral is not easy. He uses awakened ice fruit and has elemental immunity, so fruit moves work best against him. Make sure you're using a solid fruit build before walking in.
Step 3: Talk to the Experienced Captain at Middle Town
After defeating the Ice Admiral, go back to the Military Detective at the Prison. He'll tell you that Don Swan has already escaped to the Second Sea, and he'll direct you to the Experienced Captain.
The Experienced Captain is standing in front of a yellow building in Middle Town. Talk to him, and he'll teleport you to the Second Sea.

How to Go Back to the First Sea
If you ever want to return to the First Sea, talk to the Sea Captain on the side of the Kingdom of Rose docks. Select yes, and you'll be sent back, spawning at either Pirate Starter Island or Marine Starter Island.
